(1)    It means an entity (such as universities or research institutes, technology transfer
agencies, innovation intermediaries, research-oriented physical or virtual collaborative
entities), irrespective of its legal status (organised under public or private law) or way of
financing, whose primary goal is to independently conduct fundamental research, industrial
research or experimental development or to widely disseminate the results of such activities
by way of teaching, publication or knowledge transfer. Where such entity also pursues
economic activities the financing, the costs and the revenues of those economic activities
must be accounted for separately. Undertakings that can exert a decisive influence upon such
an entity, in the quality of, for example, shareholders or members, may not enjoy preferential
access to the results generated by it. (Commission Regulation (Eu) No 651/2014 of 17 June
2014 declaring certain categories of aid compatible with the internal market in application of
Articles 107 and 108 of the Treaty Article 2. 83.
(2)    The AI Coalition aims to provide a permanent forum for cooperation between artificial
intelligence (in the following AI) developers and AI users and contribute to the development
of Hungary’s AI strategy.  The Hungarian AI Coalition initiative aiming to promote public-
private partnership for industry-level AI development. It also sees a great potential in the
development and deployment of AI technology that can boost the growth of the country, its
businesses and enable us to provide an outstanding customer experience. New AI
technologies help better understand customer needs and offer customized and optimized
solutions in network and product development. As a result, the development of business
intelligence and artificial intelligence technologies can make a valuable contribution to

Hungary’s economic growth, a key ambition also for the AI Coalition. The aim of the AI
Coalition is to support Hungary in the international competition and in becoming a reference
point for the international AI community by defining the directions and framework of the AI-
based developments. Furthermore the Coalition would like to strengthen the competitiveness
of domestic businesses by the wide spreading and extensive application of AI with special
attention to Hungarian start-ups and SMEs. Also, the Coalition will focus on the efficient, fair
and regulated utilization of public data, which is an important advocacy topic for AmCham,
included in last year’s Cooperation for a more competitive Hungary recommendation
package. Hungary’s decision to formulate a national vision for AI comes as Brussels works to
develop an EU-wide AI strategy in response to US and Chinese dominance in this sector. In
addition to formulating a national strategy, the Coalition is studying the social and economic
effects of AI on society as this technology becomes increasingly more important in the global
market.  Clearly, the role of AI in marketing, politics, and labour are hot-button issues for
business and government leaders around the world.

Link to the RIS3 (2014-2020)
Smart Specialisation Strategies (also known as RIS3 or S3,in the 2014‐2020 programming
period) that AdeddValue DIH’s activities are aligned with:
In the National Smart Specialisation Strategy: Specialization:Sustainable society.
Main directions of the sectoral renewal: It provides innovative answers to societal challenges.
It promotes the sectors with the instruments of follow‐up innovation sectors, making the
environment liveable and increasing the retention force of the region through the utilization of
the latest research results, the use of modern technologies, equipment, and materials and
social innovation.
Spreading diversification: exploitation of the synergies of a new and an old activity (focusing
and the spillover effects). Laying the radically new foundations of a traditional area: R&D and
innovation can make a specific low‐growing socio‐economic activity suddenly more
attractive or more valuable than before.
National Priorities: Horizontal Priorities:
ICT (infocommunication technologies) & Services.Infocommunication technologies in
support of the sectoral priorities, infocommunication technologies and services:
Infocommunication technologies extensively encompass and support the sectoral priorities,
such as  “smart city” in the energy domain.

The following solutions can be such ICT solutions that cannot be linked to sectoral priorities
in an unambiguous way or can be linked to more sectors (these are just a few examples, not an
exhaustive list): smart business, company, home;  smart city;  information security, security
technology; gamification, simulation and optimisation technology; e‐learning systems; big
data;  data mining; software development;  remote monitoring system;  cloud computing;
intelligent transport; development of mobile applications, location‐based services; 3D GIS;
“Internet of things”;  future internet; 5G technologies;  remote sensing; computer‐based
instruments and measurement and process control improvements; numerical modelling and
simulation; machine learning;  data centres, data transmission networks.
In addition to infocommunication technologies, services – mostly using ICT tools – without
which the given complex (sectoral) RDI process could not be implemented constitute the
other side of technological horizontal priority. The aim of the horizontal priority is to enable
the service sector, which is a key sector of the national economy, to facilitate the
implementation of complex RDI activities.
Inclusive and sustainable society, viable environment education and training,
health‐conscious education and prevention, awareness raising, promoting entrepreneurial
skills, development of cooperation, networking, organization and management development,
social innovation, connection to local and regional development programmes, regional
development, tourism: The societal horizontal priority sets such comprehensive objectives
that have been highly emphasized by the participants in the EDP process in every sector
affected by the national priorities; and they have to be realized in order to create an inclusive
and sustainable social model to every citizen. The National Smart Specialisation aims to
comply with the newest innovation model directions, i.e., so‐called “quintuple helix” within
the target system belonging to this priority. (“The quintuple helix model contributes to the
alignment of ecological efficiency, knowledge and innovation, thus creating a synergy
between economy, society and democracy.”)

ADDED VALUE Vision for Artificial
Intelligence

,,To my father (1948–2016†)
2. FOREWORD
Is the world perceivable to us the entirety of the phenomena created by the human brain, or is
it a projection by our brain of a predestined, prearranged consciousness that is independent of
us?
Is the human brain not the starting point of creating thoughts and abstract concepts, rather the
interpreting receptor of a sea of thoughts and consciousness? Is the human brain a

transponder, which projects this limitless consciousness in the form of the world that appears
in front of us?
In reality, is it consciousness itself that is capable of creating the stationary waves which
comprise matter, the complete electromagnetic spectrum that we know as the material world,
and of course the physical body as well as the brain? Thus, are the abstract systems of
concepts regarded to be a creation of the human world of thoughts, such as an international
corporation, the system of business and finance, a part of this consciousness? Are the
functions of these characterized by conscious design (BEHE 1996)?
Neuroscientists examine the top product of the evolution of matter, the human brain, our
organ through which our soul is manifested toward the material world, and which is capable
of producing functions that would be impossible by any other biological or chemical
substances. If a neuroscientists discovers brain cell networks, it is hard for him to imagine
how new thoughts will be created by them, how can a brain cell network pose questions like
what is the purpose of life. No matter how complex product of evolution the human brain is, it
is incapable of creating a nonmaterial entity – let’s call it mind, self-consciousness, free will,
soul, but mostly the combination of all these –, which then conversely acts as a controller of
the brain cell networks. The pinnacle of the evolution of matter, the human brain became
suitable to manifest the soul origination from the creator towards the material world and most
importantly towards other souls. (SZŐNYI 2011, FREUD 2005).
The human brain not produces rather accommodates our soul that exists outside of the
dimensions of time-space. (SZŐNYI 2011, FREUD 2005).
The greatest mystery is the reason for the creation of the conscious human with free will, as
well as the origins, purpose and fate of our soul. (SZŐNYI 2011, FREUD 2005).”
